Ghana’s Energy Ministry Scrambles for GH₵1bn as Fuel Stocks Dwindle to 2.6 Days

The Ministry of Energy and Green Transition has disclosed that it urgently requires GH₵1.1 billion to purchase liquid fuel for power generation, warning that existing fuel reserves are expected to run out in just 2.6 days.

The funding shortfall comes against the backdrop of a GH₵2 billion monthly deficit in the energy sector, a situation largely blamed on the Electricity Company of Ghana’s (ECG) inability to collect sufficient revenue.

Addressing the Parliamentary Energy Committee during a meeting with various stakeholders on Thursday, May 15, Minister John Jinapor raised alarm over the precarious state of the sector’s fuel supply.

“The fuel we have will last us just 2.6 days. Although we have placed orders for more fuel, these must be paid for. Some fuel has been procured on credit, and we are coordinating with the Ministry of Finance for payment. However, the Ministry of Finance also faces its limitations,” he explained.

Jinapor noted that discussions will be held at the Cabinet level to explore sustainable solutions, including private sector involvement in ECG operations to improve efficiency and revenue mobilisation.

Beyond the fuel crisis, the Minister also drew attention to persistent non-payment by public institutions. He revealed that Ghana Water Limited has failed to settle its electricity bills for the past seven months, despite continued power usage.

“Ghana Water Limited has not made any payment for the past seven months to the ECG but continues to consume the power,” he disclosed.

The situation adds to growing concerns about financial sustainability and accountability in the power sector, as government agencies and private consumers alike struggle to meet their payment obligations, threatening the stability of electricity supply nationwide.
